Description

The study is concerned with the employment opportunities and development in the area of traditional and digital culture in the EU:

  • It has been established that the growth in jobs in the cultural sector surpassed that of the general economy threefold (1.2 percent in total yearly growth in the second half of the 1990s, as opposed to 3.8% in the area of recreation, culture and sport). A continuation of this trend can be expected; among other reasons, owing to the replacement of traditional cultural media through digital applications.
  • Also, more employees work in these areas than supposed by earlier studies: there are currently 7.2 million employed in this sector and the numbers are increasing.
  • The employment structure in the sector is composed mainly of freelancers or employees in very small enterprises and a multitude of atypical working relations.
  • For the future, new possibilities for work flexibility will open up. On the other hand, there is a danger that the already disadvantaged groups will be further marginalized because of the difficulty which they have with access to these new technologies.
Based on the current study and the recommendations of the authors, the DG Employment and Social Affairs is preparing a "communcation from the commission" on the theme of "employment in the cultural area."
